completley wrong on the title, I can't quite remember) they told the story of a smith employed to show that Light Armor would be far more useful in the marshes vs the argonians due to the environment and weaponry in use, the same could apply to skyrim but I don't see it personally. I believe in the book Light Armor Forging (I could be. In Skyrim it would just seem more ideal to move back to heavy armor.
You might be able to assume that they're using what was produced for the war vs the Aldmeri Dominion, as light armor could be useful for dodging spells, as well as maybe the environmemt. In Skyrim I can't see a good reason to move into a light, Leather padded armor especially against the common two handed weapons and war axes that are used. In Oblivion we see that heavy Steel Armor is the standard armor for the Imperial army and they must have produced quite a bit of it. I'd like to know if there was any reasoning specific to the design of the light armor mass produced for the Legion in Skyrim.
